Can You Germinate Seeds from a Frozen Pepper?

If you have frozen peppers, can you cut out the seeds and get them to germinate? Can you grow a full pepper plant from a once frozen seed?

Every summer I have more produce, particularly hot peppers than I can immediately use. Last year, I threw some of these peppers straight into the freezer. Now I have loads of frozen peppers, and I wanted to know are the seeds in a frozen pepper still viable? Will the frozen pepper seeds actually germinate?
